I agree with what the Fed chairman, Chairman Bernanke, said this past
this, which is that it would have severely destabilizing impacts. In fact, he said it would probably bring back the severe chaos we saw in the immediate aftermath of the collapse of Lehman Brothers in the
fall of '08.

I think it will have to be a serious agreement to cut the deficit, or a downpayment, as the administration is talking about, negotiated beforehand, and then pass the debt limit increase in effect in exchange for that. So there will have to be a serious budget agreement. It will just be a downpayment. It won't solve the entire $4 trillion 10-year problem. But if it's not serious and pretty large, then I don't think it will get the votes to pass the debt limit.

Regarding Obama's recent "Winds of Change" speech pushing Israel to return to pseudo 1967 borders ...

Here's Donilon at Donald Ross' Washington Institute for NearEast Policy earlier in the week. This is an important interview with George Mitchell, who just resigned as US “Special Envoy to the Middle East”, on the US Winds of Change policy which Mitchell has driven. He says he will continue on in an active role. Mitchell said obtaining European agreement is critical if the issue goes before the UN, which hints that it will be a topic of discussion in St. Moritz.

I’ve summarized Mitchell’s statements:
1. US has an unshakeable commitment to Israel's security, underlined by funding for Iron Dome and JSF.
2. Swaps will be based on 1967 borders.
3. This proposal was made by Olmert several years ago. Much discussed, not new.
4. Purpose in part is to prevent a negative development in Sept at the UN General Assembly when Palestine makes a bid for a Palestinian state. US wants negotiation between the two parties, rather than by a 3rd party (the UN) as an alternative.

Regarding Netanyahu’s displeasure, US and Israel are working out their differences.

The Palestinians left the last meeting because Israel re-started settlements.
1. US needs to support an election in Palestine.
2. If Hamas wins, US may cut off aid to Palestine.
Arab Spring has created uncertainty in Israel/Palestine. US focus on Egypt was correct. Both Israel and Palestine have been shaken by ouster of Mubarak.

Israel's self-interest is in having a democratic Palestinian state with enforceable security. Three reasons:
1. Arabs will outnumber Jews at some point so demographics will force it.
2. Technology - rockets - Hezbollah has 30,000, Hamas far less but both are upgrading. Walls aren't enough.
3. Increasing of Israel's isolation within the international community. Only the US opposed Palestinian resolution against settlements in February.

US policy must be both value-based and interest-based. Oil is key. Disruption of supplies would be catastrophic. Conflict in the Middle East is unpredictable. Arab Spring is about human dignity for Arabs.

Mitchell failed to get an agreement, but got the two parties to talk. Also trained Palestinians to secure their country.

US never made settlements a precondition, but didn't make it clear enough.

Any agreement has to be by the two parties themselves. Any US plan proposed by the US isn't going to be successful. US can help iron out differences only.

Turkey can play a significant role, although Turkey and Israel's relationship has gotten worse.

It's not just peace with the Palestinians. It's in the Arabs interest to accept Israel, create a bulwark against Iran. Three relationships:
1. Israel vs. Palestine
2. Israel vs. Arab neighbors
3. Israel and Arabs vs. Iran

National Security Advisor Thomas Donilon has essentially been holding the China policy portfolio himself since September 2010 when in the early part of that month he and then Obama national economic advisor Lawrence Summers went to Beijing to attempt a reset in a quickly deteriorating US-China economic and military relationship. For the most part, currency politics aside, Donilon's mission has succeeded -- and he has since preempted either Clinton's China hands, particularly Assistant Secretary of State Kurt Campbell, or Geithner's team from taking primacy over US-China policy.

The shift to a strategy of engagement with Biden at the top, orchestrated by Donilon, allows the US to deal with China's likely next president from a Vice President to a Vice President/Next President status -- and to continue both the Departments of State's and Treasury's ongoing engagement with other designated key Chinese leaders.

Rockefeller/CFR lieutenant Vali Nasr critiques the Obama people who rejected the diplomatic bent of the late Richard Holbrooke (Bilderbergers Jim Jones and Tom Donilon, David Axelrod, Dennis Mcdonough, Jack Lew)

Now Bilderberg has unleashed some scandals to jostle them (Benghazi embassy attack alibis, Associated Press wiretapping, Internal Revenue Service targeting of Obama's political opponents). Vernon Jordan tells Obama to clean up his act: “It’s never all right if you’re the president. There is no smooth sailing. So now he has the turbulence, and this is the ultimate test of his leadership.” Jordan says Obama needs to do something dramatic on the IRS, and quick: “He needs to fire somebody. He needs action, not conversation.”
