CIRCLE OF POWER
Perhaps more sinister, and certainly more shadowy than the Bilderbergers, the "Pinay Cercle" is an "Atlanticist" right-wing organisation of serving and retired intelligence operatives, military officers and politicians that conspired to "affect" changes in government. Amongst other things they claim credit for engineering the election of Margaret Thatcher in the U.K. and may have been behind the ousting of Australia?s Gough Whitlam.

Now almost forgotten, the decade of the "Seventies" was a time of immense political upheaval, dirty tricks and incessant rumours of right-wing military Coup d?etats in leading western democracies. Amongst the long list of resulting casualties of this "decade of tension" were Britain?s Prime Ministers: Harold Wilson and Ted Heath, Australia?s Gough Whitlam, Sweden?s Olaf Palme, America?s Jimmy Carter and France?s Francois Mitterand. The more southern flanks of Nato?s European axis: Portugal, Spain, Turkey and Greece converted rumour into chilling fact via the steel-blue glaze of gun-barrels. Italy, home of Pizza, the Pope, and Propaganda Due (P2) came in for its own brand of political fixit, courtesy of Uncle Sam?s very own CIA.

As the decade of the "eighties" slowly slipped above the now less than pink eastern horizon, right-wing beneficiaries of a co-ordinated international destabilisation programme gave their heart-felt thanks. Among them were Britain?s Iron Lady, Margaret Thatcher - Madonna of the Armaments industry - and America?s less brittle, and considerably less acute, Ronald Reagan - humble originator of the mega-tax-buck-swallowing SDI "Star Wars" programme and also, thus, a valued friend of the boys at Guns R Us International.

These two decades saw a proliferation of right-wing, quasi official and secretive groups that co-ordinated intelligence, propaganda and undertook covert black-operations around the globe. One of the most shadowy of all is the "Pinay Cercle", named after its founder Antoine Pinay, Premier of France in 1951. Known more simply as "Le Cercle" it is recognised as a more clandestine sister organisation to the already very secretive Bilderberg Group1 - a "behind-the-scenes ?invisible? influence" network.

Both groups share a familiar membership which includes Henry Kissinger, Zbigniew Brzezinski and David Rockerfeller. Each of these three luminaries of the international power network are, in addition to the foregoing, influential members of The Trilateral Commission and the Council for Foreign Relations as well as being regular attendees at Britain?s "Chatham House" - The Royal Institute of International Studies - shadowy twin to America?s CFR.

Antoine Pinay was extremely influential in Europe and the United States, where he had forged links with President Nixon. Pinay attended the Bilderberg inaugural meeting in Oosterbeek, Holland during May 1952. By 1969, Pinay together with Jean Violet, a Lawyer working for the French Intelligence Service SDECE, and Archduke Otto von Habsburg, heir to the Austrian throne, formed Le Cercle, and secretly began recruiting men of influence as members.

The intention was to shift the political climate of Europe to the far right via a secretly financed campaign of propaganda, and to establish a private intelligence service that would work, unofficially, with the existing security apparatus of the west. Author Stephen Dorrill also believes there are serpentine inter-connections between Le Cercle and the Gladio network, a "stay-behind anti communist" military guerrilla force set up by Nato?s Supreme Headquarters Allied Powers Europe (SHAPE) during the "fifties", that was largely composed of ex Nazi?s.

Le Cercle has a different flavour to Bilderberg, however. The latter is an important link to the overt "influence" organisations cited above and almost certainly focuses its efforts on the broader political issues, being careful to keep well-away from "direct actions". Le Cercle has a much more "hands on" role. Interestingly, its membership is more heavily composed of serving or former members of various Intelligence Services, senior military officers as well as politicians, bankers and VIP?s with right wing connections. The "Cercle" was unknown until 1500 internal documents of the rightist (and Le Cercle funded) Institute for the Study of Conflict, were leaked to Time Out Magazine in 1975. Subsequently the documents have gone missing. At the time ISC was headed by CIA agent and "Cercle" Chairman, Brian Crozier who was heavily involved in another covert action group known simply as "The 61."

Unknown to Crozier, Hans von Machtenburg (a pseudonym) a senior intelligence official of Germany?s Intelligence service, BND, (and a member of Crozier?s "61") had been exchanging full reports on Crozier?s secret get-together?s with Hans Langemann, formerly a senior ranking officer of Germany?s Intelligence Service, the BND and latterly Head of Bavarian State Security. In a fit of depression, Langemann blew the whistle on a number of alarming and sinister conspiracies to the left wing German glossy magazine Kronket. Soon the story was picked up by Der Spiegel who featured it. One of Langemann?s more sensational reports, dated 1979, stated:

Specific aims within this framework are to affect a change of government:

(a) in the United Kingdom - accomplished
(b) in West Germany - to defend freedom of trade and of movement and to
oppose all forms of subversion including terrorism.

In another secret memorandum dated 8th November 1979 and addressed "Personal for the state minister only", Langemann notes that "Crozier worked with the CIA for years." He concludes, therefore "that they are fully aware of his activities" and goes on to observe that Crozier "has extensive connections with members, or more accurately, with former members, of the most important western security and intelligence services." Further on he advises that Crozier, together with "Dickie Franks, Director of Britain?s SIS, and Nicholas Elliot, a senior department head in MI6 "were recently invited to Chequers (the country home of the incumbent Prime Minister, in this case Margaret Thatcher) for a working meeting." Langemann continues: "It must therefore be concluded that MI6 is fully aware of, if not indeed one of the main sponsors of", Crozier?s "diverse circle of friends in international politics..."

Additional subjects covered in the Langemann papers include the "involvement of the main intelligence and security agencies both as information sources and as recipients for information in these institutions"
as well as "undercover financial transactions for political aims" that would be utilised by conducting "international campaigns aiming to discredit hostile personalities or events," the "creation of a (private) intelligence service specialising according to a selective point of view" and the "establishment of offices under suitable cover each run by a corordinator from the central office. Current plans cover London, Washington, Paris, Munich and Madrid." The plans also called for "provision of contributions by certain well-known journalists in Britain, the US and other countries" and the organisation of "public demonstrations in particular areas on themes to be decided and selected." The Cercle and their Chairman, Crozier, clearly had lined-up a whole strategy of political "actions" that were not only known about, but approved by the western intelligence community, in additional to leading political figures including Prime Minister Thatcher and Presidential candidate Reagan. In his autobiography Crozier regales us with his repeat visits to the White House to meet senior administration figures. In 1980 he flew to California to meet Reagan and "brief him" on his network and to offer his services when he became President. Crozier stayed in close touch during the election with William Casey, Reagan?s campaign chief, later appointed DCI of the Central Intelligence Agency. After Reagan?s election victory he appointed Californian friend, William A. Wilson, to act as a his liaison with the Cercle and the related 61 group.8

The Cercle has intimate connections with a host of inter-locking right wing outfits including WACL, Heritage Foundation, Western Goals, ISC, Freedom Association, Interdoc, Bilderbergers, Propaganda Due (P2), Opus Dei, the Moonies and the Jonathan Institute. Many of these are funded fully or in part by the American Central Intelligence Agency. Members have included Nicholas Elliott (British SIS/MI6 Dept. Head), the CIA?s Director of Central Intelligence William Colby, Colonel Botta, (Swiss Military Intelligence), Franz Josef Strauss (German Defence Minister, Head of CSU party and Bavarian Premier), Alfredo Sanchez Bella (head of European operations for Spain?s Secret Service and closely connected to Opus Dei), Giulio Andreotti (former Italian Prime Minister, P2 member and Mafia confidant), General Antonio de Spinola (head of the Portugese putschists), Silva Munoz (former Franco minister and senior Opus Dei member), Monsignore Brunello (Vatican prelate and BNG agent) and Stefano della Chiaie, leading member of P2 and Italy?s Secret Service, SID.9. This list is by no means complete.

Another major aim of Le Cercle was to influence West German elections to ensure that Franz Joseph
Strauss, the ultra right wing leader of the Christian Social Union Party, became Chancellor of Germany. In the event Strauss was defeated, due, it is believe to effective counter-measures taken by Germany?s security and intelligence apparatus, the BND and BfV, who?s "operational chiefs do not follow his political lines." However, despite this set-back, other projects were more successful. During the "Cercle?s" meeting held on 28-29th June 1980 in Zurich, Switzerland, discussions were focused around "a series of appropriate measures to promote the electoral campaign of presidential candidate Reagan against Carter." Elliott reported that in this context positive contact had been made with George Bush as well.

Journalist, David Teacher, a keen investigator of Cercle activities observes: "It is becoming more and more apparent that the treatment reserved for Harold Wilson at the hands of the intelligence services was only the U.K end of an international phenomenon. Around 1975 a surprising number of government were targeted by their own (or others?) intelligence agencies because of their radical policies." He goes on to list a number of known "destabilisation" programmes that the Cercle are known, or believed, to have been involved:

"the UK: the concerted efforts by elements in the British intelligence and security services, with CIA and BOSS, to bring down Wilson, Thorpe and Heath."

The USA: the CIA?s Operation Chaos, the FBI?s Cointelpro programme and, of course, Watergate.

Australia: the loans scandal and other destabilisation of Gough Whitlam by the CIA and SIS."

Additional Cercle targets may have been Olaf Palme, Sweden?s Prime Minister. In 1987 the leading Swedish newspaper Dagens Nyheter carried a sensational story that the 03 section of the Swedish intelligence service, SAPO, were heavily involved in Palme?s assassination, following their fury at his policy of détente towards the Soviet Union, and possibly fearful that he may discover the extent of their implication in arms sales to Iran. Other "direct actions" possibly include a Coup d?etat in Belgium during 1973, "planned by gendarmerie officers and extreme right-wing groups." By no means least were the allegations by France?s leading daily, Le Monde, which in 1978 revealed the activities of Circle member and head of the intelligence service SDECE, Alexandre de Marenches. Le Monde claimed that de Marenches led a domestic campaign of terrorism and disinformation. It is fairly apparent that these activities were, "designedly", to keep Francois Mitterand from office during the 1974 elections. However, with the exception of the Langemann papers, and an ISC memo published in Lobster 17, there are no other Cercle documents available to confirm these allegations.

Despite a strong focus on European issues, the Cercle were not unaware of the significance of establishing psyops "action centres" in North America. In 1975 the Washington Institute for the Study of Conflict (WISC) was launched under the chairmanship of George Ball. Characteristically, Ball, one time Senior Managing Director of the enormous Wall Street international investment bank, Lehman Brothers, and Under Secretary of State (1961-66) was a member of the Trilateral Commission; on the steering committee of the Bilderberg Group and a member of the Council for Foreign Relations. His association with the WISC mark him as a close friend of the Cercle. Others members of the WISC committee were Zgigniew Brzezinski and Kermit ? Four years later, in 1979, Maurice Tugwell, former head of Information Policy, a black propaganda unit set-up by British military intelligence in Northern Ireland, formed the Canadian Centre for Conflict Studies. CCS largely operates on contract work for the Royal Canadian Mounted Police (RCMP), the Canadian Dept. of National Defence plus others. We have seen that one aim of the Cercle was to aid in the election of President Reagan. Presumably they can also cite this aim as being "accomplished"? Their close connection to George Bush may have extended to helping in his drive to election victory also. Canada also veered sharply to the right during the eighties.

We may never know the true extent to which the Cercle, and its black psyops "fronts" the ISC, WISC, CCS and others had in "affecting" a wholesale change in government in Europe, North America and elsewhere. Clearly the decade of the eighties witnessed a marked shift to the political right in the western democratic arena. It would be stretching credulity to suggest that this rapid swing in political ideology took place accidentally. It is also abundantly obvious that the Cercle?s primary influence resided in its top level connections to the shadowy intelligence apparatus of the west. At the same time it possessed serious clout inside the sinews of transatlantic power that repose in the Council for Foreign Relations, the Royal Institute of International Affairs, the Trilateral Commission and the Bilderberg Group.

The foregoing outline - slim as it is - serves not only to underscore the inherent and potential weaknesses that reside in the institution of representative democracy, but also demonstrates the "will o? the wisp" nature of covert activities that hide comfortably behind the public face of government. That a small handful of influential men across the planet may be able to manipulate "free" elections to suit their personal and ideological advantage, is not a new concept. Generally, utterances of this sort are met by the blanket rejection: "conspiracist theory" and discarded out of hand. Such rebuffs rarely take into account the underlying evidence, fragmentary as it is. Perhaps they are not meant to?

Despite the wholesale collapse of the Soviet bloc, the Cercle has not packed up its victorious bags nor have its members disbanded. Attendees at the 1990 Cercle meeting at the sumptuous Al Bustan hotel, Muscat, in Oman, included Jonathan Aitken, (Minister of Defence procurement) Alan Clarke (Minister of State for Defence), Lord Julian Amery (joint Chairman), Sheikh Qaboos (Ruler of Oman), General Norman Schwarzkopf (the bear-like Commander of the Allied forces in the Gulf), Paul Channon (former secretary of State at the Dept. of Trade & Industry), the Head of the Dutch Secret Service, an unnamed French Naval Admiral plus other serving or former intelligence operatives and VIP? s.. Aitken, Clarke and Channon have all been heavily implicated in the arms to Iraq affair examined by Lord Justice Richard Scott. Significantly, Alan Clarke revealed in his hugely successful "Diaries" that the Cercle was funded by the Central Intelligence Agency.

With its apparent "raison d?être" (anti communist psyops) clearly in tatters, one can only suppose that there is, or, perhaps, always was an additional hidden agenda lurking behind Cercle activities. To understand what this may be one must look further ahead. An increasing international focus are the calls for "minimalist" government. This has always been a central plank of laissez faire economics. Deregulation and the freeing of government imposed constraints on international business to engage in activities as it sees fit, is a long-term and obvious objective. If history is any judge, the attainment of this singular goal may usher in a new dark age of unrestrained capitalism, co-ordinated by the gargantuan trans national corporations - all of whom are heavily represented on the membership rolls of the CRF, the Trilats, RIIA, Bilderbergers etc.

In the meantime a new millennium awaits.

One very positive connection which supports the theory that Marwan and his cronies were not just tolerated but actively encouraged by the Super-Establishment, is that they were at one stage (and almost certainly still are) king-pins of what the establishment first called the "Safari Club". This was an extraordinary but loose organisation which, because of its strong anti-Communist intentions, was heavily backed by the entire Western right wing. The Safari Club actually existed as an extraordinary and very exclusive Afro-French club in Paris. It had a ground floor restaurant and bar, but there was a proper club underneath which was very exclusive. By chance in London I met a man who, when he was a student, had worked there as a bus boy. The club itself no longer exists, but then it was decked out exotically with such things as elephant feet as stools. The whole place resembled a safari tent and people met by the flickering light of kerosene lamps. My friend worked mainly in the restaurant above, but also sometimes acted as a relief in the club itself. He said: "It was entirely eccentric in a sinister sort of way. I knew for sure that it was ultra-right wing, and it was always heavily conspiratorial. I was told never to recognise any of the patrons and they would literally huddle and talk in whispers. They always stopped talking if I was in earshot. It was an eerie place but at the time I needed the money. I didn’t really know the significance of it all until much later when I read that Chirac had had it closed down. I didn’t really actually recognise anyone, but some of them looked familiar and they were multi-national".

This clandestine but highly active international group in turn led to an offspring loosely called "Le Cercle" or the Pinay Circle, which became altogether more organised and dangerous. This was the group that the Baroness had emphasised I should look into if I wanted to get positive clues as to an assassination, and the more I did, the more convinced I became that they might be implicated in some way. These people would not have smiled at Diana’s pacifist activities

The original "Safari Club" was set up by the French ultra right-winger, Count Alexander de Maranches, who was the Director of the French Service for External Documentation and Espionage (SDECE) during the seventies. A group which the socialist Francois Mitterand described when he took power in France in 1981, as "a haven of fascist hysterics and military retainers inimical in their right to govern." A year later he abolished the SDECE and replaced it with the Direction Generale de la Securite Exterieure (DGSE). Under the Director, Pierre Marion, the entire French security system was re-directed towards Industrial Espionage which wholly supported the Group Bull, a "state-owned company which sits at the very heart of France’s formidable military-industrial complex" (Mark Shernik). Bull, went into a curious alliance with Honeywell, the US computer firm, with full DGSE backing. Honeywell was the largest manufacturer of landmines. It was this group who was to supply landmines to both sides in Bosnia.

In the seventies, when all this was being formulated under the auspices of the Safari Club, Marwan and co. were most active. The club had originated as a consortium formed between the secret police forces of the Shah of Iran (SAVAK), Saddam Hussein of Iraq, Anwar Sadat of Egypt (The Marwan connection), and the Saudi Intelligence Service headed by Kamal Adham (later of BCCI fame). It was expressly formed to support regimes that were actively anti-Communist and to try and put down regimes that were not. In this second category it arranged coup d’etats in Central Africa, Congo, [[Nigeria] and Mali. Because of its nature, the group was heavily into the supply of arms. When billion dollar contracts for arms are floating about, the Establishment is amazingly tolerant and it was during this time that Marwan became a very rich young man.

"Le Cercle" eventually spread its tentacles throughout the Western World, but it started in France, as a cogent force, during the Premiership of Antoine Pinay in 1951. Pinay attended the notorious Bilderberg meeting in Ossterbeek, Holland in May 1954. Here he identified others of his extreme political ilk and with the active co-operation of Jean Violet of the then SDECE and Otto von Hapsburg, heir to the Austrian throne, he formed the club. By the sixties their covert membership was truly astonishing. The "inner circle" included, among many others, Nicholas Elliot, a department head at MI6; William Colby, former controversial director of the CIA; Colonel Botta, of Swiss Military Intelligence; Stefano Della Chiaie, a leading member of the Italian Secret Service; Giullo Andreotti, former Italian Prime Minister and member of P2, who, it was later proved, gave the Italian Mafia presidential protection; General Antonio de Spinola, leader of the Portuguese Putschists; [[Silva Munoz], former Franco minister and a senior member of Opus Dei; Franz Josef Strauss, the German Defence Minister, and Monsignor Brunello, BNG agent in the Vatican.

While the Circle itself was clandestine, they soon formed open and genuine fronts. In America it was the Washington-based, CIA-backed, Heritage Foundation which was to eventually donate some £5 million to the Conservative Party coffers in support of the Thatcher government, on condition that they put some of their own people into the CCO HQ. This included Dr. Julian Lewis, an arch enemy of Scallywag’s for some years now. In turn, these people were sponsored by the British Freedom Association, run by Norris McWhirter, scourge of the CND, who is also founding editor of the Guinness Book of Records. Fringe members were The World anti-Communist League; Western Goals, the Bilderbergers, the Opus Dei; Propaganda Duo (P2) and the Jonathan Institute. Attaching themselves somewhere along the line was also the Moonies.

The Circle, on the one hand masterminded the demise of the Wilson and Heath governments in the UK; the assassination of Olaf Palme in Sweden; and caused the destabilisation of the Gough Whitlam government in Australia. On the other hand it was masterminding the setting-up of right-wing governments everywhere.

"Le Cercle" was not just anti-Communist, it was anti-socialist, even though many of the governments they tried to destroy or destabilise had been properly and legally elected. They truly were the original "Reds Under the Beds" fanatics who saw communism everywhere and believed it was their divine right to molest it in any way possible. Under this guise, however, they also cornered the arms markets.

To be fair, during the Cold War, communism under the Bolsheviks was a constant and serious threat to Western democracies and it had developed a huge, expensive, potent and dangerous machine of destabilisation against the West. Leading, it appeared obvious at the time, to an all-out nuclear war. Western security forces were quite within their rights to be paranoiac about the Eastern Block’s intentions. But the activities of "Le Cercle" were merely an extension of McCarthyism in a rather more intelligent and less hysterical, though none the less potent, form. They had developed a huge sense of menace which was closely guarded by some genuine authenticity and tolerated because of national paranoia. The CIA almost openly backed them, the MI6 more cautiously so. In both forces the Circle found many sympathisers.

Key members of the British Establishment, but especially their security services, were heavily involved with this set up. If many individuals were not actual members they were strident sympathisers. And at the end of the day, in the years leading up to Diana’s death, it all came down to simple gun-running. The supplying of arms to those forces, however evil, which they thought would stamp out the reds.

Three constant sympathisers in the UK, were Jonathan Aitken, later heavily discredited, Alan Clark, Minister of State for Defence in the Thatcher government and Paul Channon, former Secretary of State for the Department of Trade and Industry (DTI) which at the time were so instrumental in discrediting both Asil Nadir and al-Fayed. In their dealings with the latter, the DTI brought into the conspiracy everyone mentioned in the former chapter concerning Ashraf Marwan. Sir Richard Scott reprimanded all three former ministers in the arms-to-Iraq enquiry.

The Safari Club meanwhile, with unlimited oil money, was busy plotting to overthrow President Sekou Toure of Guinea; assassinating Amilcar in Guinea-Bissau; and backing Siad Barre in Somalia. They led plots to assassinate Colonel Gaddafi, because he had actively supplied backing and arms to the "other side". They had formed strong links with BOSS, the Gestapo-style secret police of South Africa. Their only real failures were not managing to murder Gaddafi and failing to prop up the Shah. But did the West later in the Gulf War fall short of murdering Saddam because he was an original member of the Safari Club? Did he still have influential friends on the world stage? Has he even today? He certainly still has widespread support in much of the Muslim world. In February 1998 it was revealed that a top CIA agent, Thomas Twetten, (Deputy Director of Operations at the time), a major influence of Le Cercle in Washington, was working outside his office or jurisdiction in a plot by Iraqi Generals to murder Saddam. Clinton himself had ordered a feasible death plot. Mysteriously, all the names of the plotters were leaked from Washington and the plot was thwarted. MI6 were actively involved on an operational level directly with Twetten. In all some 120 officers were shot as a result.

In the final analysis, to "Le Cercle" it is not so much a political question as one of economics. There’s still a lot of oil out there, and a vibrant market for billions of dollars worth of armaments. Kuwait, of course, was not a member of the Safaris. But it must have been difficult for Saudi Arabia to choose between the threat imposed by Iraq’s invasion of Kuwait and attacking a fellow member of the club.

My own security contacts, including the Baroness, had also told me about a highly mysterious organisation called the Committee of 26, which is apparently based in Bristol, in England’s West Country. I have never heard of this and can find no other official reference in any file. But it is apparently a super-secret "liaison desk" between the highest echelons of British and American agencies and has the "co-operation" of the French. I was told it was "Old Guard" and worked unilaterally. That is, it was a kind of uncontrolled "super-agency" which answered to no one. I cannot show that this agency even exists, but if it does the number 26 presumably relates to members and, given the rise of membership of The Circle, which is known to exist, I would approximate that that would be an accurate figure and that it may well represent the right-wing elements of some 26 countries. I trust the Baroness, but she was unable to give me any feasible further "chapter and verse."

While there is a strong argument against landmine manufactures themselves plotting against Diana, at the time of her death the production of landmines was still going strong. The Clinton administration had just clinched a £400 million deal to supply an arms package for Bosnian Muslims (Through Honeywell). The French (through the DGSE) had just dried the ink on a $2 billion oil deal with the Iranians and part of the payment was to be a shipment of arms to Bosnia where a very high-profile Princess Diana had recently visited to appeal to the world against the recent carnage and its aftermath. Her very innocence was getting to be a huge embarrassment to several governments. And, perhaps more important, to the machinations of "Le Cercle" An uncontrolled Princess was swanning through their affairs and getting world-wide support. She was a one-woman icon wandering at will through the war zones of the world. She was striking huge chords for international pacifism. And worse, far worse, she was a deep influence on the future king.

Ironically, Sir James Michael Goldsmith, was also an associate member of "Le Cercle" Goldsmith had been very much involved with Circle activities in Africa, and so had Tiny Rowland . It was very much in Rowland’s interests to keep left-wing governments out of Africa where the base of his fortune was made. Mainly in diamond mines which used, almost exclusively, slave labour. There has never been any dispute that Rowland had become a serious threat to the Fayed family. All over a personal tiff about the world’s most high-class grocery shop.

"Le Cercle" can still call upon almost unlimited funds and includes among members many of the most powerful men in the world. They are fervent to the extreme. They nurture the paranoia so as to feather their own nests and they have a very firm grip on Whitehall, Paris and Washington. They are more than capable of organising and executing an assassination against any force they feel may be threatening them. To all of them Diana and Dodi were highly dispensable.

Following are some additional thoughts about the transnational intelligence group Le Cercle and its links with the monarchist Templar organizations. This article doesn't imply that all the thousands and thousands of people involved with these organizations have anything to do with the international intelligence agencies and secret plots.

as well as from SMOM. He's also head of the Golden Fleece Order.

Le Cercle is clearly managed by people representing the British Throne and some powerful interests in the City of London. Queen Elizabeth II is head of the Order of St. John of Jerusalem, an order descended from the Knights Hospitaller (which absorbed the possessions of the Knights Templar in the early 14th century). Another great influence on Le Cercle has been (and possibly still is) the Vatican's Sovereign Military Order of Malta (SMOM), also descended from the Knights Hospitaller. SMOM is headed by Andrew Bertie, descendent of Mary Stuart and a cousin of Queen Elizabeth II. One of the founders of Le Cercle was Otto von Habsburg (once heir to the Austro-Hungarian throne) who was the longtime president of the European Council of Princes.

This Council of Princes is now being headed by HRH Prince Michael Stewart. In the past, the Council has been funded by the CIA (because of its anti-communist sympathies), an intelligence agency set up and headed by members of the Knights of Malta.

...are all intertwined with each other. A lot of people might have already read about this, but the fact that it's all published on an official website is quite extraordinary.

After reading some of the writings of Nicholas de Vere, I wondered if he carried the same ideas as the Stewarts or the other royal and noble families of Europe. De Vere claims in a lot of detail that an ancient (non-extraterrestrial) Dragon race once interbred with humanity. A relatively small amount of people still carry their genes, which means they have a small difference in their genetic makeup. Of course, some people, like de Vere, have purer Dragon genes than others, which makes them much more wise than all the other ordinary peasants.

It also gives them special powers (to communicate with god-knows-what) through the practice of royal witchcraft. In short, they're destined to rule, because common ordinary peasants don't have the ability to develop any of these special powers. But as usual there's a lot of infighting about who's got the most pure genes. And on top of that, de Vere accuses the Catholic church of having replaced the kings of Europe with ordinary humans and to have done everything in its power to destroy his Elven-Fairy-Vampiric-Archdruid-Dragon race.

You might think de Vere is making everything up, but it is true that the extinct Earls of Oxford, who he claims he is a lateral descendant of, were among the bluest of blue blood family lines in England. Those that were introduced into the Knights of the Garter were the 9th Earl of Oxford in 1384, the 11th Earl of Oxford in 1415, the 13th Earl of Oxford in 1486, the 15th Earl of Oxford in 1527, and the 20th and last of the Earls of Oxford in 1660. The 20th Earl of Oxford, Aubrey de Vere, was also the last Earl to be a member of the Privy Council. In these positions they were close advisors to many kings and queens of England and were surrounded by families as Cavendish, Cecil, Spencer, Stuart/Stewart, Arundel, Plantagenet, and others. In many cases these families intermarried.

After reading de Vere used to be head of the British Dragon Court, I wanted to know if this was the same Dragon Court you can find on the website of the Stewarts. I certainly don't believe de Vere, or any other royal for that matter, is more divine than the common man in the street, but I find it very interesting that the nobles of the United Kingdom and the royal families of Europe might actually be interested in Dragon genes and the 'divine right to rule' concept. Can't remember I heard anything about this in my biology classes. From the website of the Ordo Draconis (Sarkany Rend), where Prince Michael Stewart is Grand Master of, we can read something that is very similar to what de Vere is claiming:

"...Shortly after this foundation, Szigmond was crowned Holy Roman Emperor in 1411 and, although the Court's ancient origins were steeped in pre-Christian lore, Pope Gregory XII was obliged to approve his Emperor's establishment, for the nature of the Dragon is such that its princely tradition surmounts the mundane constraints of denominational dispute. After all, King David, Solomon and even Jesus were all pre-Christian dynasts of the line."

So, what this text is saying is that a person with the most pure (Dragon) genes is destined to rule. Religion doesn't matter. If I wouldn't have read this on the official website from the Royal House of Stewart & the Council of Princes I wouldn't have believed it that easily. Below, you can find two email correspondences with Sir John Reid, Secretary to HRH Prince Michael of Albany, and Erin D. Lindsey from the Dragoncourt.org. I asked them a bit about their views on the Knights Templar and the relationship between de Vere and the House of Stewart. You don't get too many answers, but they're still interesting.

Question to the Royal House of Stewart:

Dear Sir / Madam,

I recently came across your website and became a bit confused. For
instance, there seems to have been a debate going on forever if modern
Freemasonry originated from the Templars. Yet, now I see that at the
Templar / Freemasonry section of your website that this notion has been more or less accepted. Is this true?

And do the Knights of Malta have anything to do with the Knights
Templar? The red crosses look very similar.

Another thing I am very curious about is HRH Prince Nicholas de Vere von Drakenberg. I read an interview with him in which he claims that his
bloodline, like those of many other nobles, is descended from the
ancient gods, who normally are just considered myths. So, my other
questions are:

What is the opinion of the Council of Princes about Prince Drakenberg?
Do at least some royal families, like the house of Stewart, have the
same ideas as Prince Drakenberg?

To answer your various questions, firstly with regards to Freemasonry
and the Templars, the Catholic dictionary does admit to the fact that
Freemasonry evolved from The Order of the Knights Templar in Scotland.


Prince Michael's next book, to be published next May, deals with that
very subject and lots more.

With regards to the gentleman styling himself Prince Drakenberg, he is
neither a member of the European Council of Princes nor does the
European Council of Princes holds his views as valid. The title is
self-assumed in any case. The only Order of the Dragon (Sarkany Rend) that is legal is that under the Grand Mastership of HRH Prince Michael of Albany and legally entered in the Courts of Hungary. Mr de Vere has nothing to do with the Order.

So, what Sir John seems to admit is that these people believe that the Knights Templar fled to Scotland (and Portugal) where their philosophies developed into the Scottish Rite of Freemasonry. Then it's interesting to see when I look at the website of the United Grand Lodge of England I don't see any talk about Templars, only about medieval "stonemasons". HRH the Duke of Kent, cousin of both Queen Elizabeth II and Prince Philip, is head of that lodge.

The bottom part of his email doesn't really go into if de Vere and their Ordo Draconis had a common past or share certain philosophies. That's probably not by accident.

To answer your question, Nicholas De Vere used to beallied with Laurence Gardner, Prince Michael Stewart of Albany, and the Royal Stewart House. But he broke with them around 2000-2001 when he fell out with Laurence Gardner, after co-authoring "Bloodline of the Holy
Grail."

Around the same time, De Vere was replaced as head of the British Dragon Court by Baron Sir Richard Dufton.


In late 2003, Nicholas De Vere or persons claiming to be operating under his aegis launched the website at http://www.thedragonsociety.com.

Although the details aren't clear to me, it seems that what de Vere has been writing down is a genuine belief in many noble families and royal families, and known to the leaders of the Vatican. In addition, de Vere and Laurence Gardner have been working together until de Vere accused Gardner of not giving him the proper credentials in the works he wrote. Gardner has been the Presidential Attache of the European Council of Princes. This is the same Council Le Cercle founder Otto von Habsburg has been the long time president of and which today is headed by Prince Michael Stewart.

An interest in bloodlines, without the Dragon theme, is quite common in these aristocratic circles. As has been shown earlier on this site, the leaders of several genealogical organizations have been recruited in the Pilgrims of the United States. Among them are the Order of the Crown of Charlemagne and the Order of the Merovingian Dynasty.

Le Cercle and the struggle for the European continent

It took about seven months, but it's finally done: a new article on Le Cercle. However, it's about far more than Le Cercle alone. In the process of adding new names and greatly
expanding the biographies of known members, it turned out that this obscure intelligence group was the key to identifying what might best be described as the Vatican- Paneuropa network.

Throughout Catholic Europe, private, hard-right to outright fascist institutions have been set up in the past 60 years that are dominated by supporters of not only the Paneuropa Union, but also Opus Dei and the Knights of Malta. Most people, especially in non-Catholic countries, would think the idea of Paneuropa died with Count Richard Coudenhove-Kalergi in 1972. Not so. As is discussed in this article, Otto von Habsburg took over this effort with such aristocrats as Count Hans Huyn (also Le Cercle), Prince Carlo della Torre e Tasso, Prince Albert von Thurn und Taxis, Nikolaus von Liechtenstein, Jakob Coudenhove-Kalergi and Valery Giscard d'Estaing, the latter being the original author of the recently rejected European constitution. All these men are alive today and identify themselves with the most reactionary elements in the Vatican: Opus Dei and the Knights of Malta. These people (i.e. the top leaders in this private network) have the idea of using the European Union to some day revive the Holy Roman Empire.

The most central player in this whole network is Otto von Habsburg and together with his Opusian associates Jean Violet and Antoine Pinay he founded Le Cercle in the 1950s, one of the branches of this Vatican-Paneuropa network. At least, that's how things started out. In later years extremist Cold War warriors from the US and the UK became more involved with Le Cercle. Many participants already knew each other through the CIA-sponsored anti-communist networks in Europe. It's a very long and complex story, so for more information you'd better take a look at the article. Make sure to click on the footnotes, which, like many biographies, have grown a bit out of proportion. And I especially recommend footnote no. 3. Couldn't do a whole article on the Synarchist Movement of Empire so I just dumped some of the basic information in there.

P.S. Le Cercle meets biannually these days. One of these meetings is arranged in Europe, the Middle East or northern Africa. However, the other one is arranged in Washington, and looking at the list of known meetings, there's a very good chance that the Cercle will gather here next month, most likely in the Madison Hotel. Journalists or anyone living in the neighborhood might want to try and find out details about this meeting.

Almost all articles have been updated. Here's a list of details:
1001 Club 1) Whole new section added dealing with the birth of the privatization of British foreign policy, its focus on raw materials, and the extreme measures taken to uphold the apartheid in South-Africa.

The whole structure of think tanks, advisory bodies and intelligence agencies that were created at the same time as JASON are a very important piece of history, which deals with the rise of the military-industrial complex. And for those who may recognize a number of names: I found out about this a while ago when doing detailed bios on alleged MJ-12 members and the people surrounding them.

USAPs Made significant changes to wording and added some info here and there.

Introduction 1) Expanded the part of Otto von Habsburg's Paneuropa- Vatican network and Le Cercle, as opposed to the Anglo-American establishment which is the main subject of the article.
2) Added a far more detailed description of the Privy Council.
3) Added information which confirms that the controversial meeting George Hunt was talking about in the early 1990s indeed was part of the network of the elitist United Nations Association. Notice the similarity with former apartheid advocates in Le Cercle, as Lord Salisbury and Lord Julian Amery, and the genocidal policies in South Africa described in the article on the 1001 Club.

Meet “Le Cercle” – Making Bilderberg Look Like Amateurs

The Bildeberg group comically describe themselves as “a diverse group of political leaders and experts.” We are led to believe they are the world’s most secretive organisation. They spend hundreds of thousands of dollars keeping the press away from their sacred agenda and discussions. It has spent decades lying and obfuscating about itself. And yet, the activities of the Bilderberg group genuinely sit in the shade to an even more secretive and dangerous geo-political influencer called – Le Cercle.

Le Cercle originally set up as a Franco-German alliance, is a deep state milieu – an environment where powerful figures can secretly meet. They are careful to commit as little as possible to paper or p.c. – making them hard to hack, leak or track – and for good reason. It is smaller and considerably more secretive than Bilderberg.

Its purpose is to subvert the democratic principles and processes of individual countries and are by nature ideologically ‘hawkish’ – distributing propaganda, stoking fear of communist plots from Russia, vote rigging and hacking the accounts of politicians and prominent global figures. Promoting the ‘war on terror’ has been a major factor in their activities of recent years and in so doing broker weapons deals and setting up false flag operations the world over to suit its own agenda. It is reported that ‘Gladio‘ style attacks, much like the clandestine NATO “stay-behind” sabotage, guerrilla warfare and assassination operations in Europe have been conducted along with illegal business operations, financial fraud and arms dealing – all attributed to this group.

Characters such as Paul Wolfowitz, Paul Bremer, Donald Rumsfeld and Richard Perle (the original neo-con architects of the Iraq War and subsequent attacks across the Middle East) are all or have been members. Margaret Becket (Labour MP, previously Britain’s Foriegn Secretary, chair of the Intelligence Select Committee, sought to subvert the democratic election of Jeremy Corbyn as leader of the party), Alan Duncan (Minister of State at the Department for International Development), Norman Lamont (an ex Rothschild banker, former Tory MP and became UK Minister for Defence Procurement just in time to sign the Al-Yamamah arms deal.‎ He was Chancellor of the Exchequer when Black Wednesday transferred around £3,000,000,000 from UK taxpayers to currency traders. He was also European chair of Le Circle). William Hague, (Baron Hague of Richmond PC FRSL is a British Conservative politician and life peer. MP from 1989 and was the Leader of the Opposition from 1997 to 2001).

Jonathan Aitken (British Tory politician, LeCercle Chairman 1993-96), Michael Ancram (ex-chairman Conservative party, shadow foreign secretary, and Chairman of Le Cercle). Ancram was formerly a Member of Parliament (MP) and a member of the Shadow Cabinet. Since 2010 a member of the House of Lords, he is the only marquess in the House of Lords. All are known British contingent Le Cercle members.

In 2000, a single webpage at www.atlanticcircle.com (web-archive doc) described Le Cercle as

“an informal group of European and American professionals – politicians, retired Ambassadors, former Generals, lawyers and active participants in banking, oil, shipping, publishing and trading companies – who are interested in preserving a positive Atlantic dialogue.”

To the UK House of Lords, this group has been described as an “informal group meeting to discuss world affairs.” William Hague once described it as “a political group which organises conferences.” In 2007 the Washington Post (archive-doc) termed it a “foreign policy think tank established during the Cold War that reportedly included senior politicians, diplomats and intelligence agents worldwide.”

David Teacher, Le Cercle and paneuropa researcher, writes that

“the Cercle complex can be seen to be an international coalition of right-wing intelligence veterans, working internationally to promote top conservative politicians who would shape the world.”

The group has two HQ’s – one in the US and one in Europe. The US is more secretive, to the extent it is not known who the current chairman is. In Europe, past Chairs have been high profile figures such as Jonathan Aitken (1993-1996), Norman Lamont (over 10 years) and most recently, Michael Ancram. The Independent reported in 1997 that Jonathan Aiken had been dropped by Le Circle due to the political scandal that surrounded him with his libel and perjury case that ended with a prison sentence.

According to ‘Powerbase.info‘ Le Circle British regulars number about 15, drawn mostly from the rich Tory right. Leading political lights are Paul Channon and Alan Duncan. David Burnside, the former British Airways public affairs chief, is a member – not for his BA work but for his passionate espousal of Ulster Unionism. Viscount Cranborne, John Major’s former senior aide, has attended Cercle gatherings. Brian Crozier, the author and well-known Cold-Warrior with close ties to MI6 and the CIA, is a senior member. Anthony Cavendish, the former senior MI5 man, is an old Cercle hand. Nicholas Elliot, the ex-MI6 officer, used to go to their meetings.

The group meets biannually. Every autumn it meets in Washington DC and earlier in the year it meets in an “overseas” venue, usually in Europe. Approx 70 guests attend over a period of 3-4 days, the vast majority are male and universally classed as extreme right-wing. Bilderberg meetings usually end with mass protests, arrests and ample media coverage, Le Cercle meetings go unreported.

Attendees of Le Cercle are generally found to be part of the deep state – i.e. mostly made up of politicians, spooks, bankers, diplomats, military officers, editors and publishers or experts in geopolitical products such as energy. All are deep political actors with real influence. Members are almost exclusively from western or western-oriented countries. It is noteworthy that many important members tend to be affiliated with aristocratic circles in London and accusations of links to fascism and synarchist (rule by a secret elite) are anything but uncommon in this milieu.

The earliest known public reference to Le Cercle was probably in Time Out magazine’s 1975 leaked documents from the Institute for the Study of Conflict. To date there have been no American commercially-controlled media sources known to have mentioned the group.

Le Cercle was mentioned in 1980 in Der Spiegel (which also published the first article on the Bilderberg group). Le Cercle received more attention after a scandal broke out involving Jonathan Aitken and his libel case involving the Guardian and a Granada TV documentary that involved shady dealings with Middle Eastern elites, when he was European chairman. Members who were contacted by newspapers at the time all refused to answer any questions about the group.

A research proposal by Adrian Hänni noted that

“the Cercle is virtually nonexistent in academic research to this day. There are, as of yet, very few studies of the Cercle that are based on primary sources and meet basic academic standards.”

The 1982 Langemann Papers were the first significant leak to expose the activities of Le Cercle, confirming that the group was actively involved in influencing Western European elections.

There are reports that “throughout the 1970s Le Cercle was actively influencing elections in the UK, France, Germany, Spain, Portugal, Italy and Belgium.”

Earlier documents in the Langemann Papers from November 1979 quote a planning paper by Brian Crozier about a Cercle complex operation “to affect a change of government in the United Kingdom that saw Margaret Thatcher into No10 Downing Street. The operation was set up three years earlier known as “Shield Group.”

In his Diaries, Jonathan Aitken’s close friend, Alan Clark, relates how he went with Mr Aitken and similarly right-thinking friends to a gathering in Muscat, Oman. He describes it as

“an Atlanticist society of right- wing dignitaries” and, later, as “a right-wing think-tank, funded by the CIA, which churns Cold War concepts around”.

It is noteworthy, although unconnected to Le Circle from this research that David Cameron sold three nuclear weapons (with the sanction of Margaret Thatcher), of a foreign state (south Africa’s collapsed apartheid regime), put them in unsafe hands (Oman) resulting in the Conservative party banking of nearly £19 million which then sets the pretext for a conflict that kills a million people in Iraq. All these events are highly likely to be linked one way or another to the activities of members of Le Circle.

Le Cercle has also been accused of actively destabilizing governments which opposed a conservative economic agenda, such as the conservative Monday Club which prepared a coup against Labour government of Harold Wilson. Wilson’s resignation has never been fully explained and was reported by the Guardian as:

“Prompted by CIA fears that Wilson was a Soviet agent – put in place after the KGB had, the spooks believed, poisoned Hugh Gaitskell, the previous Labour leader. These MI5 men burgled the homes of the prime minister’s aides, bugged their phones and spread black, anti-Wilson propaganda throughout the media. They tried to pin all kinds of nonsense on him: that his devoted political secretary, Marcia Williams, posed a threat to national security; that he was a closet IRA sympathiser.”

Following a Nasserite coup in Yemen (NewYorkTimes report 1964) in September 1962, Julian Amery (later Cercle chairman) met with King Hussein of Jordan and agreed to send Cercle attendee Neil McLean to report on the situation after which Amery met with McLean, David Stirling, Col Brian Franks and UK Prime Minister Alex Douglas-Home to organise an unofficial covert mercenary operation that led to crises in the Middle East—in Syria, Yemen and Kuwait.

Le Cercle – “Iran-Contra”, Arms-to-Iraq, Al-Yamamah arms deal

Wikispooks reports that: “Circle visitor John Carbaugh worked for GeoMiliTech Consultants Corporation, an arms dealing group directly involved in Iran-Contra (history Commons Doc). Others such as Margaret Carlisle were aides to Iran-Contra insiders. Cercle members Paul Channon and Alan Clark (British Conservative MP – served as a minister in Margaret Thatcher’s governments) are connected through their involvement in the Arms-to-Iraq affair ( The Independent report Dec 1992), also to the later chairman Jonathan Aitken, who himself was involved in the Al-Yamamah arms deal as well, as was another later chairman, Norman Lamont. Nadhmi Yuchi (wikileaks) is widely reported as having made a lot of money from arms deals to Saddam Hussein, amongst others. Lacking documents or testimony from Cercle members, inferences about Cercle activities remain unconfirmed.

The stage was set for a coup. The article continues – “Retired intelligence officers gathered with military brass and plotted a coup d’etat. They would seize Heathrow airport, the BBC and Buckingham Palace. Lord Mountbatten would be the strongman, acting as interim prime minister. The Queen would read a statement urging the public to support the armed forces, because the government was no longer able to keep order.”

Although this sounds somewhat far-fetched it was only September 2015 when it was reported that if Jeremy Corbyn did seize power in Downing Street, the military would conduct a ‘mutiny’.

From the Independent:

A senior serving general has reportedly warned that a Jeremy Corbyn government could face “a mutiny” from the Army if it tried to downgrade them. The unnamed general said members of the armed forces would begin directly and publicly challenging the labour leader if he tried to scrap Trident, pull out of Nato or announce “any plans to emasculate and shrink the size of the armed forces.” He told the Sunday Times: “The Army just wouldn’t stand for it.

This 2015 story is an extraordinary story appearing in national newspapers and has MI5/6 and deep state actors stamped all over it.

Interestingly, the latest generation of British Cercle members, whose predecessors were collectively very keen on joining the European Union, now want to keep Britain out of the emerging European superstate, perhaps having lost faith they can become a significant force within Europe. This would explain how they acted with American billionaires to subvert democracy and illegally swung the EU referendum in favour of a full exit. Carole Cadwalladr wrote about this in The Observer article “The Great British Brexit Robbery.” The paper is now being sued for publishing this scandal.

Le Cercle’s interest in “terrorism” and arms dealing lends support to the suggestion that it may have been important in devising the “War on Terror”.

It seems unlikely to be a coincidence that at least three members of this group (Brian Crozier, Robert Moss, Gerhard Lowenthal) gave presentations at the 1979 Jerusalem Conference on International Terrorism, the seminal event in the development of the establishment’s “War on Terror” narrative. Many of the other speakers were closely connected to known members.

Many members set up “terrorism research” organisations, which sheds new light on the “anti-communist” think tanks that they also set up, such as Interdoc.

Joël van der Reijden (Dutch investigative reporter specialising in the Deep State) infers that Le Cercle may be connected to the Strategy of Tension that the world has been experiencing in recent decades.

Ted Shackley was involved in oil deals after he left the CIA in 1979, facilitated by his close friend and fellow Cercle member, Conrad Gerber and oil smuggler John Deuss.

Funding for the group has changed over the years. The group states that it is “privately funded”. Multinational companies including Philips, Shell, the Ford Foundation and Standard Elektrik Lorenz have given the group money.

Robin Ramsay, editor of Lobster Magazine believes the CIA funds (Globalisation and Covert Politics Report) the group, a claim that Alan Clark also makes in his diaries. In the 1980s, the South African government was a major source of funds.

John E Lewis writes in his book The Mammoth Book of Cover-Ups (extract page) that Le Cercle was funded, amongst others, by the CIA for its “militant anti-leftism as it wars against it enemies more than jaws about them.”

In the last few years Le Cercle has become even more secretive with its activities largely unknown.
